I create L3 Access Lists to filter packets, and no hitcounts appear when I show the ACL.

By default ACL filtering is not active. You must enable this feature with the following command: feature acl enable.

Can I maximize security on the outside of the Link LB?

Maximum security is achieved by using static ARP entries (with hardware MAC address of the routers) on the outside interface and deactivate the arp_learn_out feature.
